It was learned from the press conference held by the Ministry of Industry and Information Technology on August 30 that the fourth batch of specialized and new "little giant" enterprises had been initially reviewed by the province (city, district) and the Ministry of Industry and Information Technology, and had now completed publicity.

Liang Zhifeng, Director of the Small and Medium Enterprises Bureau of the Ministry of Industry and Information Technology, introduced at the meeting that more than 4300 enterprises were publicized. In terms of scale, medium-sized enterprises accounted for 44% and small and micro enterprises accounted for 56%. In terms of types, private enterprises accounted for 84%, state-owned enterprises accounted for 9%, and joint ventures and foreign-funded enterprises accounted for 7%. According to the preliminary analysis, these enterprises have the following three characteristics:

First, strong innovation and high R&D investment. The average R&D expenditure of the enterprise accounts for 10.4% of the operating revenue, with an average of 16 Class I intellectual property rights and 14 invention patents.

Second, the degree of specialization is high and the supporting ability is strong. Enterprises have been engaged in subdividing fields for more than 3 years, of which more than 3000 have been engaged in more than 10 years, which is a new force to strengthen the chain and reinforce the chain.

Third, good growth and great development potential. In recent two years, the average annual operating income of enterprise households has increased by more than 20%, showing an obvious growth trend.

In order to cultivate more specialized and special new enterprises, Liang Zhifeng said that the Ministry of Industry and Information Technology will gather all departments to support the innovative development of SMEs.

First, improve the policy support system. The Ministry of Industry and Information Technology issued the Interim Measures for the Gradient Cultivation and Management of High quality SMEs, established a gradient cultivation system covering innovative SMEs, specialized and new SMEs, specialized and new "small giant" enterprises, and for the first time, there was a national unified standard for the evaluation of specialized and new enterprises. We printed and distributed the List of Practical Matters for "Specializing, Specializing, Special and New" SMEs and Several Measures to Improve the Competitiveness of SMEs to accurately and effectively support the high-quality development of SMEs.

Second, strengthen financial support. The Ministry of Industry and Information Technology and the Ministry of Finance, through the special funds for the development of small and medium-sized enterprises, have given priority to supporting some national "small giant" enterprises specializing in special and new technologies to improve their innovation capabilities in three batches, and have allocated more than 4 billion yuan of financial funds. The People's Bank of China was united with the People's Bank of China to set up a 200 billion yuan science and technology innovation refinancing support tool to include specialized, special and new SMEs in the scope of support. The National Development Fund for Small and Medium sized Enterprises has supported 276 specialized, special and new small and medium-sized enterprises.

The third is to constantly innovate and cultivate measures. The Ministry of Industry and Information Technology, together with relevant departments, organized small and medium-sized enterprises to recruit college graduates online for a hundred days, the "thousands of schools and thousands of enterprises" collaborative innovation partnership action, the "joint action" of large and medium-sized enterprises in financing and innovation, the "small and medium-sized enterprises service month", "benefit enterprises together" and other small and medium-sized enterprises service activities, and constantly innovated services to enable specialized and special new enterprises.

Fourth, gradually optimize the cultivation environment. The Ministry of Industry and Information Technology incorporated the cultivation of specialized and special new enterprises into the third-party evaluation index system of the development environment of small and medium-sized enterprises, and guided local governments to focus on innovation instead of enterprise scale. 36 provinces, autonomous regions and cities (including cities specifically designated in the plan) have accumulated more than 4 billion yuan of local financial funds to support the development of specialized and special new small and medium-sized enterprises.

Liang Zhifeng said that in the next step, the Ministry of Industry and Information Technology will continue to implement the "List of Practical Matters for" Specializing, Specializing, Special and New "SMEs, create a better and better development environment for specialized, special and new SMEs, further improve the cultivation service measures in terms of capital, talent, technology, incubation platform construction, etc., and firmly support SMEs to take the path of specialized, special and new development.
